Outsourcing Manager Responsibility:  Managing the sourcing of products by adopting the most cost effective option in accordance with the company procedures.  Identify, Develop & Manage a reliable network of Local as well as overseas suppliers based on quality, competitiveness, capability, business background and annual business contracts.  Responsible for ensuring that outsourced solutions meet the strategy, operation, services and network requirements of the customer.  Support Turnkey projects and provide competitive outsourcing solutions based on the overall development strategy of Huawei.  Execute the procurement operation for projects.  Assists in the preparation of RFQs and tenders to support successful bids.  Good understanding of utilities procurement, the procurement process and procurement life cycle  Identify, source, evaluate and manage suppliers of power system for telecommunication equipment.  Responsible for quality control of power system from suppliers for turnkey project.  Able to prepare competitive statement, negotiate with suppliers and implement company procurement policy.  Good understanding of different source from local as well as international markets for supply of different products utilize in telecom network deployment. Requirements:  Education: Bachelor’s degree or above in Telecommunication/Electronics Engineering/business administration.  Experience: Minimum 3 years experience including 1 years’ working experience in telecommunication turnkey as an Outsourcing Manager.  Skills: Ability to analyze information from suppliers and from the market.  Language: Excellent written and spoken English and Arabic and Kurdish  Others: Creation of various reports. Ability to negotiate and influence to achieve best possible price. Creative thinking to generate alternative solutions
