| Grants Director Chemonics seeks a Grants Director for an anticipated USAID-funded Iraq Access to Justice Program. The program will improve the access of vulnerable and disadvantaged Iraqi populations to Iraq’s legal system. Project focus areas will include improving the practical knowledge of vulnerable and disadvantaged Iraqis of their legal responsibilities, rights and remedies; increasing the capacity and availability of legal aid services, legal professionals, and civil society partners; and improving government processes and procedures to facilitate access. Positions will be based out of Baghdad. The program is anticipated to begin in late summer of 2010 and continue for three years with two one-year option years. Candidates must be available to serve for the life of the contract. A generous package of post-specific allowances will be provided, as permitted under USAID regulations. The Grants Director will be responsible for the financial and administrative administration of a major grants program, with an initial focus on in-kind grants. Coordinating closely with the technical team, the Grants Director will be responsible for establishing a robust grant-making system in accordance with USAID, U.S. Government, and Chemonics rules, regulations, and procedures. The Director will oversee a team of grants compliance officers, as needed, throughout the life of the project. Qualifications: • Significant expertise in the administration of grants to non-U.S. organizations under a USAID or U.S. Government funded program • Expert knowledge of all relevant USAID and U.S. Government rules and regulations related to grant-making to non-U.S. organizations • Experience overseeing grants programs in a developing country, preferably as a team member of a USAID-funded project • Excellent oral and written communications skills, strong English-language skills (minimum 3/3) required, Arabic language proficiency preferred but not required • Experience working with a nascent civil society, in a conflict zone, and/or in the Arab world are advantages • Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management | |
