Civil Society Capacity Building Advisor

Chemonics seeks a Civil Society Capacity Building Advisor for an anticipated USAID-funded Iraq Access to Justice Program. The program will improve the access of vulnerable and disadvantaged Iraqi populations to Iraq’s legal system. Project focus areas will include improving the practical knowledge of vulnerable and disadvantaged Iraqis of their legal responsibilities, rights and remedies; increasing the capacity and availability of legal aid services, legal professionals, and civil society partners; and improving government processes and procedures to facilitate access.

Positions will be based out of Baghdad.

The program is anticipated to begin in late summer of 2010 and continue for three years with two one-year option years. Candidates must be available to serve for the life of the contract. A generous package of post-specific allowances will be provided, as permitted under USAID regulations.

The Civil Society Capacity Building Advisor will take a leading role in evaluating the financial, administrative, and technical capacities of Iraqi non-governmental organizations (NGOs) and leading capacity building efforts for these NGOs. As a senior member of the project team, the advisor will help identify and lead local and international short- and long-term organizational capacity building experts.

Qualifications:
• Significant professional experience tailoring and implementing organizational needs assessment tools and defining and leading capacity building programs for NGOs
• A minimum of 3 years experience working as part of major donor-funded civil society or rule of law programs in an emerging democracy
• Experience working on USAID or other donor-funded projects preferred
• Excellent oral and written communications skills, strong English-language skills (minimum 3/3) required, Arabic language proficiency preferred but not required
• Experience working with a nascent civil society, in a conflict zone, and/or in the Arab world are advantages
• Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management
