Chemonics seeks a legal services advisor for an anticipated USAID-funded Iraq Access to Justice Program. The program will improve the access of vulnerable and disadvantaged Iraqi populations to Iraq’s legal system. Project focus areas will include improving the practical knowledge of vulnerable and disadvantaged Iraqis of their legal responsibilities, rights and remedies; increasing the capacity and availability of legal aid services, legal professionals, and civil society partners; and improving government processes and procedures to facilitate access.

Positions will be based out of Baghdad.

The program is anticipated to begin in late summer of 2010 and continue for three years with two one-year option years. Candidates must be available to serve for the life of the contract. A generous package of post-specific allowances will be provided, as permitted under USAID regulations.

The Legal Services Advisor will play a key role in building the capacity of local organizations (including CSOs and bar groups), lawyers, law schools, and law students to provide legal services to vulnerable groups, thereby enabling those groups to access relevant government institutions and legal remedies. Activities will include working with CSOs to strengthen their capacity to provide legal services to vulnerable groups; working with bar groups to strengthen their structures and abilities to serve the disadvantaged; working with law schools to develop practically oriented and public-service oriented programs.

Qualifications:
• Significant professional expertise developing and implementing civil society, bar, and/or law school legal aid/access to justice activities and capacity in a developing country context (post-conflict work strongly preferred)
• 3 years experience as senior project manager on complex rule of law or legal reform donor-funded programs
• Experience working on USAID or other donor-funded projects preferred
• Excellent oral and written communication skills, English fluency (minimum 4/4) required, full Arab literacy preferred
• Experience in region and knowledge of Arab world are advantages
• Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management
