Group Fleet Manager / Regional Transport Manager – Middle East

Our client is one of the world’s leading and most trusted providers of risk management and protective security services. Our client possesses a large and varied fleet of vehicles that supports the firm's business and operations in Iraq, Afghanistan and the Middle East in general (Iraq being one of the company's most important markets). In order to develop, manage and procure this vehicle fleet, as well as to control the associated costs, our client is seeking to appoint to the post of Group Fleet Manager – Middle East, with this person's responsibilities including:

• Ensuring the maximum availability and utilisation of the vehicle fleet by designing and implementing a strategic transport planning model that will enable the calculation of current and future fleet sizes, the design of procurement cycles against future requirements, leasing arrangements, and the optimisation of vehicle design and security for the theatres of operation.

• Managing the production, upkeep and improvement of the fleet management policies and procedures, including the logistics operating model. This will require the Group Fleet Manager working to decouple the fleet management functions currently embedded in various areas of the business and to implement the organisational structure of a new fleet management function. To review the models and structures in place regularly so as to ensure they continue to meet the changing requirements and priorities of the company and that they are fit for purpose given the evolving landscape in Iraq and Afghanistan in particular.

• Managing the production, upkeep and improvement of the current vehicle procurement policies and procedures. To build relationships with suppliers of both products and services from either local or overseas sources as required. To conduct negotiations with suppliers and to manage the contracts agreed to ensure the needs of the company are and continue to be met.

• Implementing supply chain strategies that will mitigate as far as possible the low infrastructure environment in Iraq and Afghanistan whereby there is limited availability of high quality fuel, spares and commercial maintenance facilities.

• Designing and implementing operating procedures for all vehicle maintenance, including servicing and repair schedules and the maintenance facilities themselves. To ensure a high quality, efficient and economical operation that has robust internal controls.

• Ensuring the production of detailed management information on a vehicle-by-vehicle basis regarding the total cost of operation, including spares tracking, vehicle utilisation and the fleet planning cycle. To provide detailed and accurate figures, forecasts and reports to country and central management as required.

• Assuming responsibility for all personnel involved with fleet management employed in the Middle East (particularly the fleet managers in Iraq and Afghanistan). To provide these personnel with clearly defined and measurable objectives, to instil best practice and to ensure they are fully aware of the company's strategy in the Middle East and their place within it. Furthermore, to provide these personnel with all the support, knowledge management, personal development and training they require so as to deliver a world-class employee experience.

• Developing an intimate knowledge of commercial armoured vehicles, including their design and manufacture and how to procure them, as well as of the associated retail and support industry.

• Building a detailed understanding of our client's products, services and capabilities. To develop and maintain a thorough understanding of the company's competitors and the activity of both these businesses and customers in the Middle East. To utilise the information and insight thus gained for competitive commercial advantage.

• Assuming responsibility for managing and predicting the fleet budget and for controlling costs.

• Providing input into the global fleet management policies and procedures, assuming responsibility for projects and programmes on an international basis as appropriate.

• Delivering any and all commercial and operational targets set by senior management.

The Group Fleet Manager – Middle East will be based in Iraq, where fully secured accommodation will be provided. Travel across the Middle East will be required, as will occasional travel outside of the region.

The successful applicant will possess a proven and successful track record in the strategic management of large and diverse fleets of vehicles, covering vehicle logistics, procurement and maintenance. This experience will ideally have been gained in the private sector, although a military background may prove an advantage. Previous experience in the Middle East is not required but strong commercial and budgeting skills will be essential. The successful applicant should also possess excellent communications, organisational, people-management and planning skills, as well as a confident, self-starting and flexible approach.
