Budget Analysts Budget Analysts must possess the knowledge of and skill in applying the principles and practices of budget formulation and methods of budget execution The applicant should be knowledgeable of the Planning, Programming, Budgeting and Execution System (PPBES) used by the Army to monitor receipt, execution and disbursement of appropriated and non-appropriated resources. The applicant must possess the analytical skills required to identify, categorize, and analyze quantitative data and the impact of changes to assigned programs. At a minimum, the applicant shall be proficient in one or more systems used by the Army to monitor financial commitment/obligating data such as, but not limited to, the following: • Standard Army Financial System (STANFINS) • Data-based Commitment Accounting System (dbCAS) • Data-based Commitment Accounting System, Junior (dCAS Jr.) • Operational Data Store (ODS) • Electronic Data Availability (EDA) • Financial and Logistical (FINLOG) • Accounting Transaction Ledger Archival System (ATLAS) • Standard Army Retail Supply System (SARSS) • Federal Logistics Information System (FEDLOG) • Funds Control Module. Additionally, the applicant shall have a practical knowledge of these Army financial/logistical systems and must be capable of conducting research on appropriations law, funding authorities and legislative issues with the supplemental. The applicant shall be legal residents of the United States and shall be able to read, speak, and write English. No other foreign language skills are required. The applicant should also possess at a minimum a Secret level security clearance.
