Operations Manager (MNF-I CJ6) - Victory Base Camp

SCOPE
U.S. Citizenship required - This individual will be responsible for the day-to-day operation of the Multi-National Forces Iraq (MNF-I), Communication Information Systems (CIS) communications infrastructure. Duties include: qualifying and appointing project personnel and resources in concert with the Program Manager and technical leads; managing, directing and supporting the efforts of the unit supervisors; collecting data and preparing reports and presentations to senior level military and civilian personnel; analyzing performance metrics forwarded by the line supervisors; and overseeing employee all personnel actions across the Iraqi Theater of Operations (ITO).
The Operations Manager must develop and maintain solid relationships with multiple levels of the military organization as well as preparing and presenting briefings and reports to the military customer.
The Operations Manager will work with both military and non-military personnel and should have experience in project management, personnel management, and risk management. The candidate must be able to establish, track, and be accountable for quantitative goals/metrics across the program team and ensure compliance with MNF-I policies and standards.

REQUIREMENTS
• Must have a minimum of 6-8 years management experience with an Engineering background
• BS degree in Systems Engineering or related technical field preferred. Corresponding number of years experience can substitute for education
• Must possess superior functional knowledge of task order-specific requirements and have experience in developing functional requirements for complex integrated systems
• Analyze user needs to determine functional and cross-functional requirements
• Performs functional allocation to identify required tasks and their interrelationships
• Identifies resources required for wide ranges of tasks
• Provides daily supervision and direction to support staff
• Technical experience in development and support of command and control systems/facilities
• Must demonstrate the ability to work independently or under only general direction
• The applicant must be willing to deploy/travel extensively throughout ITO
• Excellent written and oral communication skills
• Must have a US SECRET security clearance
• Must be a US Citizen with valid U.S. Passport


DESIRED QUALIFICATIONS
• Previous military experience desired
• Business, management, or technical Master's degree desired
• The ability to work closely with high-ranking government officials
• Must meet overseas medical deployment qualifications
