Phoenix Base Manager

SCOPE
U.S. Citizenship required - The candidate will be responsible for the day-to-day operation of the Phoenix Base Communication Support Office (MNF-I CJ6/CSO) communications infrastructure. The position requires someone with a strong IT background.

The Phoenix Base Manager manages and directs the efforts of the section supervisors, collects metrics data and prepares reports and presentations, analyzes performance metrics forwarded by the supervisors, & oversees employee leave scheduling. The Phoenix Base Manager’s responsibilities include the overall management and technical oversight of the MNSTC-I team, which consists of 18 Systems Administrators, Helpdesk Technicians, Network Administrators, Cable Installers, Logistics, and TCF Technicians. As such, the manager must have an excellent technical understanding of each area of responsibility. The position reports directly to the CJ6 Deputy Program Manager.

RESPONSIBILITIES
Direct operational responsibility to:
• Provide technical oversight and direction to all MNF-I CJ6/OPS sections on Phoenix Base.
• Direct interface and reporting to Deputy Program Manager.
• Direct interface with senior site military leaders.
• Primary coordinator of O&M projects that affect the network on Phoenix Base (migrations, outages, upgrades, etc.)
• Primary interface with E&I for project management, status, and transfer of E&I projects to O&M responsibility once completed.
• Review implementation plans for the domain on NIPRNet, SIPRNet, and CENTRIXS DISN networks
• Provide oversight and guidance for US military network operations, procedures, and policies; principles, procedures, practices, techniques, trends, and nomenclature associated with wide area networks (WAN/WIFI), fiber optic network, spam filter, VoIP, SQL servers, Cisco equipment, and local area networks (LAN).
• Personnel evaluation and development of employees in each section.
• Other duties as assigned

REQUIRED QUALIFICATIONS:
• Very extensive IT background
• Four-year technical degree (Eight years directly related experience may substitute for degree).
• At least 2 years experience managing 15 or more personnel in the last three years.
• Advanced IT Certification(s) (i.e. MCP, MCSA etc.)
• Advanced knowledge of Windows, W2K3, Exchange 2K3, XP and Active Directory
• Advanced knowledge of LAN/WAN hardware, Dell servers and workstations/laptops, Routers, Switches, Wiring (Cat5, fiber), Network Attached Storage, Storage Array Networks, tape libraries
• Advanced knowledge of systems & network security
• Must demonstrate the ability to work independently or under minimal supervision.
• Must have experience developing functional requirements for complex integrated ADP systems.
• Analyzes user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Identifies resources required for each task.
• Provides daily supervision and direction to support staff.
• Ability to travel extensively to hazardous duty areas overseas
• Must be a U.S. citizen
• Applicant must hold or be eligible for a US Secret security clearance (Active Clearance preferred)
• Will be subject to a government security investigation and must meet eligibility requirements for access to classified information
• Must meet overseas medical deployment qualifications

DESIRED QUALIFICATIONS:
• MCSE, CCNP, EMC Certified
• ITIL, PMI and/or PMP certification
• Excellent customer service skills and demeanor
• Demonstrated self-starter and demonstrated ability to independently resolve problems
• Ability to perform effectively in a fast paced environment with short timelines
• Ability to maintain a professional and courteous manner in difficult situations
• Ability to maintain high quality work while managing multiple critical projects
• Ability to perform and participate in a team-oriented environment
• Ability to communicate effectively with a diverse group of network users
