Employment Generation and Youth Team Leader

The Community Stabilization Program in Iraq is a USAID-funded program designed to focus local energies toward productive economic and social opportunities that will reduce the incentive for participation in violent conflict. It is a new initiative to jump start economic development and create jobs in specific areas. Currently the program is only focusing on communities in Baghdad, but there is the possibility for expansion to other cities. The primary objectives of CSP are to:
Create jobs and develop employable skills with a focus on unemployed youth;
Revitalize community infrastructure and essential services;
Support established businesses and develop new sustainable businesses;
Help mitigate conflict in selected communities.
General Description of Role
Under the supervision of the Chief of Party, the Employment Generation and Youth (EGY) Team Leader will be responsible for the development and implementation of the vocational training and youth programs in the Baghdad communities participating in the USAID – funded program, “Community Stabilization Program”. Under CSP, training-to-work programs will provide vocational training and job placement assistance to improve long-term employment opportunities. The EGY Team Leader will design projects specifically aimed at the growing number of discontented youth and will seek to equip them with temporary employment, and also with the skills and opportunities to seek long term employment in the emerging economy. The EGY Team Leader will accomplish this by engaging youth in skills training offered in vocational and technical schools throughout Baghdad. The EGY Team Leader will be responsible for supervising EGY officers and managing all EGY project activities for Baghdad communities. If CSP expands to additional cities, the EGY Team Leader will coordinate closely with the EGY Team Leaders in other offices.
Main Responsibilities

1- Manage, implement and monitor overall EGY function area.
2- Supervise EGY program officers.
3- Coordinate with Advisory Committees (ACs) to identify potential EGY projects to be included in city Plan.
4- Coordinate activities with the Iraqi Ministry of Labor’s Department of Vocational Education to develop 1-3 month intensive skills training programs, utilizing their vocational training centers and local partners’ facilities throughout Baghdad.
5- Develop new training programs to address skill sets not already covered in existing vocational education programs.
6- Develop and manage apprenticeship program linking graduates with job opportunities on CSP Infrastructure and Essential Services projects.
7- In coordination with the Ministry of Youth and Sports (MoY), USAID/PRT, and the AC, assist in establishing and supporting existing Youth Forums (YFs) in Baghdad that will engage young Iraqis in a wide range of non-formal education activities.
8- Manage overall EYG project performance monitoring and reporting, including overseeing organization of and maintenance of project files.
9- Assist the COP with the preparation of Action Plans as needed to achieve CSP target results.
10- Coordinate work with other Team Leaders through weekly meetings and presentation of weekly potential projects list for assessments.
11- As requested by COP, meet and discuss coordination and IRD mission to various CSP stakeholders (USAID, PRT, relevant GoI ministries).
12- Assist the COP in preparing training materials and training of IES staff.
13- Provide weekly, monthly and other relevant information and reports as needed.
14- Carry out other tasks assigned by the COP in accordance to skills and availability.
15- Comply with all applicable USAID and IRD regulations and program requirements.

Required Qualifications
1. University degree in Education, Social Sciences or related field..
2. At least five years experience working in education and/or in the NGO sector with programs related to youth and education.
3. Previous experience working with an NGO in office management.
4. Demonstrated ability to work well with persons of differing backgrounds.
5. Good organizational skills. Ability to think critically and creatively.
6. Ability to work effectively in a fast-paced, stressful environment. Flexibility, willingness to work irregular hours.
7. Excellent computer skills (Power Point, WORD, EXCEL, Internet/e-mail).
8. Experience working in Iraq and knowledge of USAID procedures and guidelines.
9. Ability to speak and write effectively in English and Arabic.
