Web Applications Specialist International Resources Group (IRG) is seeking a Web Application Specialist for a one (1) year assignment in Baghdad, Iraq under a current contract funded by USAID. The Web Application Specialist will serve in various lead roles in developing and managing information technologies for the Office of Iraq Reconstruction in Washington DC, including: developing web-based solutions for users, administering the Web Server and liaising with other related Web Managers, serving as an IT-generalist to assist with IT-related problems, gathering IT requirements from users, and developing solutions to meet users' needs. The Web Application Specialist will also assist with systems documentation and training materials and develop a service plan to improve users' technology skills, which will include training users. IRG's international development staff includes world-renowned specialists who have pioneered many of the analytical techniques used in their fields. IRG's ability to provide management, economic, and technical advice is further enhanced by the diversity, cross-cultural experience, foreign language skills, and management capabilities of staff based in the Washington, DC headquarters, corporate and representational offices in India, Indonesia, Peru and the Philippines, and 20 project dedicated offices around the world. Technical Qualifications: * Web design expertise: Extensive experience at designing websites, including fluency in HTML, JavaScript, and server-side web application languages; * Expertise in ColdFusion or ASP; * Experience in deploying or administering web portals; * Substantive hands-on experience designing and developing relational databases; must be experienced in developing databases with MS Access or MS SQL Server; expertise in other relational databases a plus (e.g., DB2, Oracle); * Experience setting up or administering IT systems, such as web servers; * Capable of instructing others in advanced uses of Microsoft Office products (e.g., Excel, Word, and PowerPoint); * Experience with MS Project a plus. Requirements: * Sole U.S. Citizenship required and eligibility to qualify for Secret security clearance. * Bachelor’s degree required, preferably in information systems or related. * Previous experience working with federal sector, especially USAID, is preferred. * Preference given for knowledge and work experience in Arab countries, and for Arabic language skills.
