Financial Analyst International Resources Group (IRG) is seeking a Financial Analyst (GS 9-10) for a one (1) year assignment in Baghdad, Iraq under a current contract funded by USAID. The Financial Analyst will support in the design and maintenance of financial and accounting reporting systems, provide technical and staff offices with accurate financial information, preparation, monitoring and execution of the Operating Expense budget, establish and maintain fiscal services pursuant to agreements with Government of Iraq agencies, private voluntary agencies, contractors, suppliers and other US Government agencies, as well as provide a range of financial support services to Strategic Objective Teams and beneficiaries and the Mission as a whole in financial analysis, studies and plans, and accrued expenditure, disbursements and payment provisions, judgments as reasonable of costs, etc. IRG's international development staff includes world-renowned specialists who have pioneered many of the analytical techniques used in their fields. IRG's ability to provide management, economic, and technical advice is further enhanced by the diversity, cross-cultural experience, foreign language skills, and management capabilities of staff based in the Washington, DC headquarters, corporate and representational offices in India, Indonesia, Peru and the Philippines, and 20 project dedicated offices around the world. Qualifications: * Sole U.S. Citizenship required and eligibility to qualify for Secret security clearance. * At least 5 years experience in all aspects of financial management and operations including budgeting, accounting, and cash management. Work experience in a stressful and hostile environment is an asset. * Demonstrated Knowledge of USAID financial systems is required. * Overseas experience is preferred. * Bachelor’s degree required, preferably in Finance, Accounting, or Business. * Previous experience working with federal sector, especially within USAID or the Department of State, is preferred. * Preference given for knowledge and work experience in Arab countries, and for Arabic language skills.
