Country Director (Iraq)

International Relief & Development is seeking a Country Director, Iraq. The Country Director, Iraq is in the process of expanding its focus in Iraq and the middle-east. The Country Director, Iraq is responsible for recommending to HQ strategic country plans for program development; identifying resources to pursue programmatic opportunities commensurate with IRD strengths and identified opportunities; representing IRD with donors (USAID, UN, DFID, EU, others as appropriate), partners, and other organizations; and supervising any potential further IRD/Iraq program development staff.

Specific responsibilities will include:

-Mapping of donor strategies, funding levels and priorities in Iraq.
-New business and program expansion in Iraq -Technical and management support for program development efforts in Iraq.
-Serve as IRD’s representative in Iraq with the responsibility to generate new business for IRD. This includes developing relationships with appropriate donor entity staff and members of the private sector to gather intelligence on upcoming solicitations and explore potential collaborations.
-Work with IRD sector directors, or their designees and the PDU in creating country program development priorities, objectives, strategies and implementation plans.
-Work with IRD HQ and various government ministries and organizations to register IRD within Iraq, enabling IRD to operate programs within the country.
-Establish an Iraq-specific field research framework and operations planning, including desk and field assessment SOWs for new business and program development in country.
-Identify primary donors in country, funding levels by technical sector, and key players in the development sectors, geographically and technically in addition to donors currently. This includes gathering intelligence on specific funding opportunities.
-Assist in developing a quarterly Iraq PDU performance tracking system for strategic planning and implementation, including quarterly reporting format and template.
-Provide technical assistance and consultancy as appropriate to other PDU sections, individual IRD sector directors and field managers.

Required Skills

-Relevant post-graduate degree.
-Excellent project conceptualization and proposal writing skills.
-Excellent management skills to coordinate field teams.
-Capability of working under tight deadlines.
-Excellent written and oral communication skills.
-Ability to work collaboratively with others as well as independently.
-Ability to multi-task and balance multiple work demands on a daily basis and deliver time sensitive projects to deadlines.
-Multi-cultural sensitivity and cross-cultural communication.

Required Experience

-Experience in Iraq or the middle-east at the DCOP, COP or Country Director level.
-Minimum of 7-10 years recent senior management experience in an NGO or international organization .
-At least 5 years work experience in a developing country.
-2+ years management experience on an USAID-funded project.
